How to Set Up an EV Charging Station in Pakistan: A NEECA Guide
Electric cars are arriving in Pakistan faster than the charging network can keep up. That gap is exactly why setting up a charging station has gone from a niche idea to a real opportunity, whether you run a fuel station, a hotel, a mall, or simply have the right spot on a busy road.
But you cannot just buy a charger and switch it on. Public EV charging in Pakistan is regulated by NEECA, the National Energy Efficiency and Conservation Authority, and every station has to be registered before it goes live. NEECA has shared its official guide to the process, and here is what it actually takes.
What NEECA regulates
NEECA handles the registration of EV Charging Infrastructure (EVCI) and Battery Swapping Stations (BSS) across Pakistan. If you want to run a public charging station, this is the authority you register with, and the whole application runs through their online portal.
The six steps to getting registered
1. Assess the location
Work out why the location needs a charger and roughly how much it will be used each day. Then check the practical infrastructure: is there enough power available at the site, and enough space for a car to pull in, park and charge without blocking anything.
2. Prepare your documents
Get your paperwork ready before you open the portal. At minimum you will need a layout drawing of the charging station and the technical brochure of the charger you have chosen, along with the relevant NOCs for the site.
3. Arrange the demand draft
The registration fee is paid by demand draft in favour of NEECA. Prepare it in advance, because you will both upload a scan of it and courier the original later, and nothing moves until it reaches them.
4. Open the NEECA portal
Go to neeca.gov.pk, click the Regulations tab, select EVCI & BSS Registration, and click Apply Online to enter the portal.
5. Fill in the details and upload
Complete the required details and submit. Upload the scanned demand draft, the NOCs, the technical documents and the layout drawing on the web portal.
6. Courier the original demand draft
Finally, courier the original demand draft to the NEECA office along with a cover letter that mentions your application number. That is what actually starts the process on their end, so do not stop at the upload.
What it costs
NEECA's registration is not free, and the fee is what the demand draft covers. Based on the published EVCI regulations and industry guidance at the time of writing:

Fees can change, so confirm the current schedule with NEECA before you prepare the demand draft.
After registration: getting your station found
Registration makes your station legal. Getting it used is the next challenge, and that is where ChargePK comes in.
